1. Odyssey: accounts, applications, login and payments
Odyssey is the program manager for Utah Fits All (UFA), Utah’s education savings account (ESA) scholarship. The Utah State Board of Education (USBE) says that “On May 16th, 2025, Odyssey became the new administrator,” and that USBE staff “will no longer take complaints, input, or feedback on the program from parents/public.” So questions about your child’s application, award, account, sign-in, Marketplace orders or reimbursements go to Odyssey.

Logging in. Your child’s Utah Fits All account, which Odyssey calls a “digital wallet,” is held on Odyssey’s platform, so you sign in on Odyssey’s website. If you can’t get in, contact Odyssey by phone, email or the request form above. The official Odyssey links on this page all use withodyssey.com web addresses. This site has no login, and because we can’t access accounts, we never need your Odyssey sign-in details.
Applying. State law opens applications on March 1 for current scholarship students and April 1 for new students, and closes them May 1. Odyssey has not yet posted 2027-28 dates. Our application and renewal guide covers the steps.

Waiting on Odyssey? Two published timelines can help you decide when to follow up. Odyssey says reimbursements “will be processed within 10 business days of a complete submission,” and that payment “will be received within 10 business days of approval.” For questions before you buy, Utah law requires a pre-approval process with “a response within seven business days,” which Odyssey runs as its Eligibility Request. Odyssey notes that an Eligibility Request “is not a final approval or guarantee of reimbursement.”
4. Carson Smith Opportunity Scholarship: Children First Education Fund
The Carson Smith Opportunity Scholarship is Utah’s disability-only scholarship, and Children First Education Fund (CFEF) runs it, not Odyssey. USBE’s special needs scholarship page lists CFEF’s contact details as (801) 406-9080 and info@cfe-fund.org.

5. IEP and special education questions
Odyssey manages the scholarship; it doesn’t decide IEP questions. For anything about your child’s IEP, evaluation or services:
- Your school district’s special education office is the first stop for questions about your own child.
- The Utah Parent Center (800-468-1160, utahparentcenter.org) is Utah’s Parent Training and Information center. In its words, “Since 1983, this federally funded program has helped Utah families,” and USBE refers parents to its IEP coaches.
- USBE’s special education office explains families’ dispute options on its Student and Family Rights page: IEP facilitation, mediation, an IDEA State Complaint and a due process hearing. Its procedural safeguards notice explains parents’ rights.

6. About this site: what we can and can’t do
Utah Special Ed Tutoring is a Special Ed Resource website. Special Education Resource LLC is an approved provider in the Utah Fits All Odyssey Marketplace. We are not Odyssey, the Utah State Board of Education, the State of Utah or Children First Education Fund.
That means we can’t log in to your account, see your balance, check an application, approve a purchase or process a reimbursement. Odyssey handles all of those. What we can do is explain the public rules in plain language in our guides, and talk with you about tutoring.
